Who issues your electrical permit around Raleigh

The three patterns

The town does both. Apex, Cary, Clayton, Fuquay-Varina, Garner, Holly Springs, Morrisville and Wake Forest each run their own inspections department, so the same office takes the permit and sends the inspector. One place to call, one calendar to sit on.

The town permits, the county inspects. In Knightdale, Wendell and Zebulon the town processes the permit and Wake County performs the inspection, under a contractual agreement with the town. Wake County Permits and Inspections states it directly: it provides permitting and inspection services for the unincorporated county and, through those agreements, offers inspection services to Knightdale, Rolesville, Wendell and Zebulon.

The county does both. In Rolesville, Wake County handles the permit as well as the inspection.

The practical effect of either split is scheduling, because the inspection sits on the county's calendar. Wake County's cut-off for requesting a next-business-day inspection is 3:00 p.m. on the previous business day.

Who supplies the power is a separate question

The permit office and the electric utility are different authorities and they do not cover the same ground. A panel replacement needs the meter pulled and reset, and that part is scheduled with whoever sends the bill, not with the town.

In Apex, Cary, Clayton, Knightdale, Rolesville and Wake Forest a single address can sit on more than one provider, so the bill is the thing to check before a service upgrade is scheduled. Apex, Wake Forest and Clayton each run a municipal electric utility with its own notice and interconnection rules, and those rules follow the meter even where the mailing address suggests otherwise.

Common questions

Do I need a permit to replace an electrical panel?

Yes. A service or panel replacement is permitted and inspected in every town on this list. So is a new 240 volt circuit for an EV charger, and a generator wired to a transfer switch or a listed interlock.

Who pulls the permit, me or the electrician?

The electrician doing the work pulls it. If someone offers to do panel or circuit work without one, that is the thing to ask about before the job starts rather than after.

Why does it matter who inspects?

It changes who you schedule with and how far ahead. In Knightdale, Wendell and Zebulon the town takes the permit but Wake County sends the inspector, so the inspection sits on the county's calendar even though the permit does not. In Rolesville the county does both.

Does the permit matter when I sell the house?

It is the record that the work was done to code and signed off by the authority with jurisdiction. Keep the permit and the inspection result together.
